Consultancy to facilitate a two-day workshop for Kenyan CSOs on Engaging with the African Commission on Human and Peoples Rights (ACHPR)

- About EACRN
The Eastern Africa Child Rights Network of Civil Society Organizations (EACRN) was established in March 2014 to coordinate efforts by civil society organizations in Eastern Africa in advocating for children’s rights. Presently, the network’s membership constitutes of child-focused national CSOs coalitions from Kenya, Uganda, Tanzania, Rwanda, Burundi, Somaliland, South Sudan, Sudan and Madagascar. The network’s mandate is to implement programmes that are focused on the realization of Children rights as contained in the African Charter on the Rights and Welfare of the Child (ACRWC) and the United Nations Convention on the Rights and Welfare of the Child (UNCRC). The network seeks to achieve these through capacity building of national CSOs coalitions and information sharing among network members. The network also endeavors to engage with bodies such as Regional Economic Communities (RECs) in the promotion of the child rights agenda.
In order to achieve its intended objectives for effective advocacy at the Pan African Level, EACRN has partnered with Plan International, Africa Union Liaison Office (AULO) to conduct a two-day capacity-building workshop for Kenyan CSOs on engaging with the ACHPR.
- Rationale and Objectives of the Assignment
Non-Government Organizations (NGOs) play a prominent role in the activities of the African Commission on Human and Peoples Rights. Primarily, they draw the attention of the Commission to violations of the Charter, bring communications on behalf of individuals, monitor States’ compliance with the Charter, and help to increase awareness about the Commission’s activities by organizing conferences and other activities.
NGOs participate in the Commission’s public sessions and engage with the reporting procedure by submitting shadow/ alternative reports and popularizing concluding observations by the Commission.
In its Resolution 361[1] of 2016 (ACHPR/Res.361 (LIX) 2016), the Commission enumerates on guidelines and procedures of its engagement with non-government organizations working on human rights by granting them observer status. This Resolution therefore enables NGOs including Child Rights CSOs to apply and be granted “Observer Status” which comes with more benefits to the CSOs advocacy work including being able to be invited to make statements to the Commission on particular issues of their concern as stipulated in chapter II of this Resolution which speaks to the participation of NGOs with observer status in proceedings of the commission.
- Tasks and Scope of the Assignment
- Capacity building of Kenyan child rights CSOs on the provisions of African Commission on Human and Peoples Rights (ACHPR) and its complementarity to the ACERWC and UNCRC.
- Treaty reporting process to the ACHPR and the advocacy opportunities for child rights CSOs.
- Review of previous reports submitted by Kenya and the concluding observations derived therefrom.
- Consultancy Deliverables
- Facilitation of a 2 day capacity building workshop
- Training materials including PowerPoint Presentation, handouts, pre/post-tests, feedback/evaluation forms, etc. as well as a list of the training materials’ sources highlighting:
- The provisions of African commission on Human and Peoples Rights (ACHPR) and its complementarity to the ACERWC and UNCRC.
- Treaty reporting process to the ACHPR and the advocacy opportunities for child rights CSOs.
- Previous reports submitted by Kenya and the concluding observations derived therefrom.
- A high quality and comprehensive training report that includes the aggregated findings of the pre/post tests and feedback/evaluation forms.
- Duration and timing of the assignment
The facilitator is expected to take a maximum of 2 days. The facilitator is expected to work independently and regularly consult with the project team on work progress. The training days are 25th and 26th of May 2021.
- Minimum Requirements and Competences
Facilitator interested in conducting this consultancy should have the following qualifications:
- University degree in Social Studies (Anthropology, Law, Political Science etc). An advanced degree will be an added advantage.
• Proven experience in policy advocacy and engaging with the ACHPR treaty reporting process.
• Experience in high level policy research and analysis
• Knowledge of child rights and human rights, particularly in the African context.
• Be fluent in English.
• Ability to analyse, interpret and synthesize information from several sources
